Why it varies. Recycling is bulky but light. A 96-gallon tote holds two weeks of a normal household's cardboard, cans, bottles and paper without trouble, and running a second truck down the same street every week to collect a half-full tote costs real money that ends up on somebody's bill. Trash is different. Trash is heavy and it smells, so it goes weekly everywhere.
